I was writing (Conditions of Economic Progress, 1940) that economic advance leads to a declining proportion of the labor force being engaged in agriculture. However, some of those engaged in formulating policy in some developing countries have treated this relationship as if it were reversible-that is, as if the creation of industrial employment would automatically enrich the country. What a disastrous error.
