I think the reason is simple - black, grey, and blue are common car colors that do not stand out. It's easier for police officers to spot pink cars than black ones.

The fact that caught my eye is just the, let's call it, visual or symbolic redundancy of the colors in the graph.
I guess that the paper explains quite well the variation in theft rates.
